SHORT PRESENTATION

 

I. Development and implementation of information technologies and systems.


Major projects implemented by Index-Bulgaria:

 

  • Integrated Information System of the National Assembly of the Republic of Bulgaria . The system provides information support for all basic activities of the National Assembly. It integrates 11 separate modules: "Legislative Activities", "Parliamentary Control”, ”Parliamentary and Administrative Structures", "Document Registry", "Task Management", "Euro-Documents”, International Relations and Protocol," “State Gazette" “Auto Service”, "Media" and “Administration”) . In 2010 the system was upgraded and the site of the National Assembly was developed to an informational web portal providing e-services to citizens and business.
  • E-PARLIAMENT OF THE REPUBLIC OF SERBIA (project of the Organization for Security and Cooperation in Europe) . A Web-based system that automates the basic activities related to legislative processes and electronic sittings of the parliamentary committees, paperless document flow, current information and history of the parliamentary and administrative bodies. All activities with paper, electronic and electronically signed documents are automated. Tools have been developed for task management and control, e-Administration and e-Services, e-Archive etc. Options for statistical and specialized queries, one stop administrative services, content management system, and dynamic business process management procedures are implemented. Data since 1990 were migrated.
  • National Information System “Bulgarian Identity Documents” . Developed jointly with the Institute for Computing Technology of the Ministry of Interior, the system has a hierarchical three-level structure - national, regional and district. It operated on more than 1300 workplaces all over the country and automates all activities related to the issuance of personal identity cards, passports, driver’s licenses and 15 other types of personal identity documents of Bulgarian and foreign nationals. The system and Bulgarian identity documents were highly estimated by the European Union experts. The system operated safely and seamlessly in the period between 1999 and 2010.
  • National Information System “Conviction Status Certificates ”. Implemented under Phare Programme, the system includes 113 local systems operating in all regional courts in Bulgaria and one local system and a central database at the Ministry of Justice. Each separate system “Conviction Status Certificates” operates in local mode and, when necessary, performs a bidirectional information exchange with other systems. The central system collects data from the local systems. In 2009, under a new contract signed with the Supreme Judicial Council, a new version of the system was developed to meet the latest changes in the legal basis and the customer’s requirements for additional functionalities and technological upgrade of the system.
  • ADMINISTRATIVE DOCUMENT PROCESSING SYSTEM AND INTRANET PORTAL OF THE NATIONAL AUDIT OFFICE (NAO) ”. The document management and archiving system automates the document processing activities of the National Audit Office, enhances the management and information support for its employees, and task implementation monitoring. The Intranet Portal is an internal management and informational WEB portal which optimizes processing, storage and access to the NAO information resources and supports the employees in their activities with various documents and mass media publications.
  • NATIONAL INFORMATION SYSTEM FOR ANIMAL REGISTRATION, IDENTIFICATION, MOVEMENT TRACKING AND HEALTH STATUS CONTROL (VetIS) ”. An Integrated Web based Information System with centralized database. The system is designed to support the managerial and technological processes of the Bulgarian Food Safety Agency, its structures and all persons and entities that operate under the Veterinary Law. The system supports centralized registers. VetIS provides information about the whole lifecycle of animals and their potential to be included in the food chain, health control in the process of animal breeding, veterinary practice monitoring, query preparation and reporting. It provides summarized information to the EU structures and local institutions, and the necessary data to State Fund “Agriculture” for paying the subsidies provided under European projects and programmes. The system is compliant with the requirements and the principles of the veterinary legislation of the European Union, the World Organization for Animal Health (OIE) and the respective Bulgarian legislation. The system is used by more than 3500 users in a 7/24 hour mode. The number of its simultaneous users reaches up to 1000.
  • SOFTWARE SYSTEM FOR MONITORING AND CONTROL OF FOOT AND MOUTH DISEASE (FMD) IN ANIMALS ”. The system enables entry and processing of the samples taken from FMD susceptible wild and domestic animals in holdings and sites of epidemiological interest within the area of the sanitary cordon in order to prevent, detect, control and eradicate FMD outbreaks, as well as the creation and processing of checklists (for clinical examinations of domestic animals susceptible to FMD in the territory of the sanitary cordon).
  • AIS “ INVESTIGATION IN THE MINISTRY OF INTERIOR” ”. The system is designed to support the officers from the chief and regional police directorates that investigate indictable offences, as well as the officials with police powers conducting emergency or assigned investigation activities. The system ensures automated environment for the investigation bodies in the Ministry of Interior, enabling coverage and documenting of their activities, carried out under the Criminal Procedure Code; supports an integrated database and maintains electronic records of all investigations; provides the necessary information for monitoring and control of the process "Investigation in the Ministry of Interior". The system enables data exchange with other systems of the Ministry of Interior and the core of the Unified Information System for Crime Combating.
  • INTEGRATED INFORMATION SYSTEM OF THE MEDICAL EXPERTISE IN BULGARIA ”. The system processes information and maintains a register (with centralized electronic files) of all persons that have been subject to medical expertise, to which controlled information access is allowed to the stakeholders; covers and models all major processes of the medical expertise; enables data export to other systems (in the National Insurance Institute, Agency for People with Disabilities, National Health Insurance Fund and other stakeholders) in XML; provides e-services to citizens and institutions – registration of applications, requests, complaints and monitoring of their status.
  • NATIONAL INFORMATION SYSTEM “E-SERVICES OF THE MINISTRY OF INTERIOR” ”. The system was developed by a consortium with patner Index-Bulgaria. It is implemented as a WEB Portal by using BEA WebLogic tools. AIS “e-Services of MoI” provides electronic services related to the issuance of personal identity cards, driver’s licenses, vehicle registration documents, applications to the police authorities for committed offences, etc. The system is connected to the existing national systems of the Ministry of Interior and to the National e-Pay System.
  • E-JUSTICE PORTAL ”. The project “e-Justice” is implemented by consortium “Lirex BG – Index-Bulgaria”. The WEB portal enables connection to all information systems of the judicial authorities and performance of various electronic services. It integrates 19 information systems (registers): Register "Hearings" of the Court Case Management System; System „Bankruptcy”; Unified Register of Mediators; BULSTAT Register; Commercial Register; Real Property Register, etc. The integration of other information systems with centralized databases is possible. The portal is integrated with the national system e-Pay.
  • NATIONAL INFORMATION SYSTEM “ELECTRONIC SERVICES FOR THE NATIONAL REVENUE AGENCY” (developed jointly with Lirex BG). ”. The system supports the administration of revenues and fees in accordance with the EU requirements and standards by effective use of information technologies for improving the services and basic operational functions of the administration. It automates the basic business processes and information services of the NRA and its relations with external entities.
  • Specialized Software for Connection (SP.VIS) of the National Visa Information System of the Republic of Bulgaria to the Central Visa Information System of the European Union (CS.VIS) - BIP Project 2008 Schengen ”.
  • Development of Application Software for Access to the Central Interpol Databases ”. The system includes integrated web services and user interface for access to the central databases of the International Organization of Criminal Police (IOCP) Interpol. It enables more than 3000 authorized users from of the Ministry of Interior to perform queries by specified criteria in the Interpol databases.
  • NATIONAL INFORMATION SYSTEM “TRAFFIC POLICE” - Subsystem “Planning, Distribution and Control of Registration Plates and Valuable Samples” ”. The system is implemented and operates on two levels – national and regional.
  • INFORMATION SYSTEMS FOR THE NATIONAL STATISTICAL INSTITUTE (under Phare Programme): ”.
    AIS “Statistical Classifications”.The system provides tools for development, support and distribution of statistical classifications for queries, harmonization with the EU classifications, and exchange of information with other systems. Stores and provides data for the National Classifications in Bulgaria;
    AIS “Statistical Surveys Planning and Design”The system is designed to support planning, description and update of statistical surveys. Enables design of statistical tools in compliance with the national requirements and EU regulations.
  • NATIONAL INFORMATION SYSTEM FOR REGISTRATION OF COW MILK DAILY DELIVERIES BY PRODUCERS ”.    
  • JOINT INFORMATION SYSTEM (JIS) “ONE HEALTH” ”. JIS “One Health” is a WEB based integrated information system that processes, stores and provides information related to the activities of the Bulgarian Food Safety Agency and the Veterinary Specialist Institute of Nis for surveillance of animal disease outbreaks in the cross-border area (CBA) Bulgaria - Serbia. JIS supports the information management and technological processes in the Regional Food Safety Directorates (RFSDs) Pernik, Kyustendil and Sofia – District for crises (risks) management and official controls on the implementation of the State Prevention Program and the surveillance programs in the Republic of Bulgaria and the Republic of Serbia. The system enables information exchange and communication between the partners of the cross-border cooperation. JIS creates and supports registers of diseases, settlements in the CBA, samples etc., for which information is stored in a centralized database. The system operates in accordance with the national legislations of the on cross-border cooperation partners.
  • SPECIALIZED SOFTWARE FOR ELECTRONIC MANAGEMENT IN CHIEF DIRECTORATE "SECURITY" AT THE MINISTRY OF JUSTICE ”. Developed and implemented a Specialized Information System for Electronic Management (SISEM) in CD "Security" and an interface for exchanging information with the Unified Information System for Combating Crime (UISCC). SISEM includes a document management subsystem and subsystems for data collection, storage, processing, and automation of the activities and work processes in CD "Security”.
  • PORTAL OF THE TRANSFUSION HEMDTOLOGY INFORMATION SYSTEM ”. The web portal provides to unregistered users general information related to blood donation process, description of the process itself, the addresses of hematologic centers, news, possibility for blood donors to check blood test results, etc. The portal provides electronic services for registered users - doctors from the medical institutions and experts from the Ministry of Health and Bulgarian Drug Agency for electronic control of the process of blood requesting and blood transfusion reporting, as well as references for blood donors and recipients.
  • UPGRADE OF AIS "DOCUMENTOOBOROT" IN THE MINISTY OF DEFENCE ”. AIS "Documentooborot” is in operation in the Ministry of Defence since 2001. Under the latest contract, a web-based version of the system was implemented, as well as 3 new modules – Module "e-Services" Module "Electronic Sittings" and Module "Leaves Management”.
  • IMPROVEMENT AND UPGRADE OF THE TRADE REGISTER AND ITS ADAPTATION TO THE BULGARIAN LEGISLATION REQUIREMENTS ”. Realized functional extension of section "Bankruptcy" and improvement of the functionality for data exchange with the Commercial Register subscribers. Provided an option to identify the companies transformation procedures in the public part of the Commercial Register. Possibility to monitor the process of administrative offenses and administrative penalties. Created an English-language interface of the Commercial Register and connection to the Property Register.
  • INFORMATION SYSTEM FOR MANEUVER PLANNING IN PORTS - MOVER
    The system provides collection and provision of relevant operational information on the port traffic status and management to the traffic tower dispatcher and other traffic participants. MOVER provides effective support to the operators on duty responsible for traffic management in ports. The project is co-financed by the European Commission (DG "Mobility and Transport") within the TEN-T Programme.
  • UPGRADE OF THE INTEGRATED INFORMATION SYSTEM VetIS with module "Processing data for tribal animals born in the country or imported, and species at risk, called also "Autochthonous”
  • DEVELOPMENT AND IMPLEMENTATION OF IMPROVED DOCUMENT MANAGEMENT SYSTEM (DOCUMENTOOBOROT) compatible with the information system of the National Agency for Vocational Education and Training (NAVET) under Project "Upgrading the IS of NAVET and ensuring interoperability to accelerate and optimize the processes of servicing citizens and business".
  • FUNCTIONAL UPGRADE OF THE INFORMATION SYSTEM OF THE COMMISSION ON CONSUMER PROTECTION
  • SYSTEM FOR ELECTRONIC SERVICES AND INPLEMENTING COMPLEX ADMINISTRATIVE SERVICES IN THE NUCLEAR REGULATORY AGENCY
    The system automates and provides informational support for the processes of requesting, issuance, modification and termination of licenses and permits in the Nuclear Regulatory Agency; monitoring the fees on these acts; control and inspection and registration of events happening with ionizing radiation sources and nuclear facilities. These processes enable interaction with the systems of other administrations (Directorate General “Civil Registration and Administrative Services” and Registry Agency) and provision of electronic administrative services in accordance with the List of Unified Names of the Administrative Services (LUNAS).
  • DEVELOPMENT OF A WEB-BASED IMMUNIZATION REGISTER FOR THE NATIONAL CENTER OF INFECTIOUS AND PARASITIC DISEASES
  • DEVELOPMENT AND IMPLEMENTATION OF INFORMATION SYSTEM FOR BUSINESS PROCESS MANAGEMENT IN THE NATIONAL REVENUE AGENCY

  • AIS "DOCUMENTOOBOROT" and the new web-based AIS “E-DOCUMENTOOBOROT” 

       A web system consisting of the following functional modules: document creation, electronic document registry and record keeping, document movement, tasks control, document registration related to electronic services, business processes management, electronic archives, queries and reports, administration. The system provides paperless technology of document management activities through registration of draft documents, their movement and approval in electronic form, registration as final official documents, keeping all draft versions and notes. The system enables registration and filing of paper documents, scanned documents, unsigned electronic documents, digitally signed documents - by all document management technologies in use. The system provides tools for e-services, automatic registration of requests for e-services incoming from Internet sites, automatic routing according to the e-service requests and business processes. The system supports document processing procedures (movement in certain technological routes) for implementation of the document flow business processes with automatic generation of tasks within the different stages of the procedure. Supports automated management of the business processes, document flow management, task execution monitoring, access management, reference and statistical activities. AIS “ e-Documentooborot” is certified for compliance with the Ordinance on the General Requirements for Interoperability and Information Security. A new functional communication module, providing electronic document exchange with other document management systems, has been recently developed. Various versions of the system have been implemented and successfully operate at more than 400 corporative clients on more than 12 300 individual work stations.     Automates and manages activities with classified paper and electronic documents in compliance with the Classified Information Protection Act (CIPA) and its Implementing Regulations.

  • AIS “PERSONAL AND INDUSTRIAL SECURITY”

    Automates and manages activities related to legal and natural persons’ security and reliability investigation under the Classified Information Protection Act (CIPA) and its Implementing Regulations.

  • AIS “VISITOR CONTROL”

    Designed to issue entrance permits and monitors external visitors to the public administration offices and large corporate buildings.

  • AIS “MEDIA”& amp; amp; amp; lt; /span>

   The system automates processing and provides information from publications and other materials from mass media.

  • AIS “LIBRARY”& amp; amp; amp; lt; /span>

   The system automates library activities. It is developed in two versions with analogical functionalities – a web based and a client-server version.

Service and system maintenance

For all offered hardware and software, warranty and post warranty technical and system services are provided by the company’s service network situated in the cities of Sofia, Plovdiv, Varna, Ruse, Burgas, Pleven, Gabrovo, Sevlievo, Devnya, Kozloduy and Troyan. The company has its own spare parts warehouse and the necessary technical equipment and measurement devices. The services and system support are provided by more than 35 highly qualified engineers and administrators certified for all products offered by Index-Bulgaria.
