Major projects

INTEGRATED INFORMATION SYSTEM OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF BULGARIA

The system provides information on all main activities at the National Assembly. It integrates the following 11 modules: “Legislative Activities”, “Parliamentary Control”, “Parliamentary and Administrative Structures”, “Document Registry”, “Task Management”, “Euro-Documents”, “International Relations and Protocol”, “State Gazette” “Auto Service”, “Mass Media” and “Administration”). In 2010, the website of the National Assembly was upgraded to a web portal providing information and electronic services to citizens and business. In 2021, upgrade of the system module “EU Issues” and the Internet portal was carried out, as well as functional extension allowing public access to information on the directives and measures for implementation of EU acts in Bulgarian laws.

E-PARLIAMENT OF THE REPUBLIC OF SERBIA

A Web-based system that automates all activities related to the legislative process, supports electronic parliamentary and committee sittings, paperless document flow, up-to-date information and history for the parliamentary and administrative bodies. All activities with paper, electronic and digitally signed documents have been automated. The system provides task management and control tools, e-Administration and e-Services, electronic archive, etc. Statistical and specialized queries and reports, one-stop administrative services, content management and dynamic business process management procedures have been implemented. The system has been in operation since 2013.

NATIONAL INFORMATION SYSTEM "CONVICTION STATUS"

Developed under the PHARE Program, the system includes 113 local Conviction Status systems operating at all district courts, and a central Conviction Status system and central database operating at the Ministry of Justice. Each local system is autonomous and, if necessary, can exchange data with other local systems. The central Conviction Status system integrates data from the local systems. In 2009, under a contract signed with the Supreme Judicial Council, a new system version was implemented to meet the up-to-date requirements of the regulatory framework and the necessity for functional upgrade and technological improvement. The system has been operating effectively for more than 18 years until September 2022, issuing more than 1,000,000 conviction status certificates and conviction status reports annually.

NATIONAL INFORMATION SYSTEM "BULGARIAN IDENTITY DOCUMENTS"

Developed jointly with the Institute for Computing Technology at the Ministry of Interior, the system has a hierarchical three-level structure – national, regional and district. From 1999 to 2010, the system worked flawlessly on more than 1300 workstations all over the country supporting business processes related to the issuance of personal identity cards, passports, driver’s licenses and 15 other types of identity documents of Bulgarian and foreign nationals. The system is highly estimated by EU experts. The system worked reliably and flawlessly from 1999 to March 2010.

ADMINISTRATIVE DOCUMENT PROCESSING SYSTEM AND INTRANET PORTAL OF THE NATIONAL AUDIT OFFICE (NAO)

The system supports document and workflow management at the National Audit Office, providing access to corporate information and enabling task execution control. The intranet portal is a corporate managerial and informational web portal, designed to optimize processing, storage of and access to the information resources of the Audit Office and provide information to employees working with documents and mass media publications. As a functional extension of the system, a new module has been developed to support the administrative penal activity of the Audit Office.

NATIONAL INFORMATION SYSTEM FOR ANIMAL REGISTRATION, IDENTIFICATION, TRACKING AND HEALTH STATUS CONTROL (VetIS)

An Integrated Web based Information System with centralized database, designed to support the managerial and technological processes at the Bulgarian Food Safety Agency, its territorial structures and all persons and entities operating under the Veterinary Act. The system maintains a number of centralized registers and provides information on the life cycle of animals and their potential to be included into the food chain, as well as health control during the breeding process. The system supports veterinary practice monitoring, reference and reporting, providing summarized information to EU and Bulgarian authorities, as well as specific information on EU subsidies to State Fund “Agriculture”. The system is compliant with the requirements and the principles of EU and OIE and related Bulgarian veterinary regulations. More than 5200 users work with the system in a 7/24 mode. The peak number of concurrent users can reach 1000. The system has been functionally upgraded with module for foot and mouth disease monitoring and control, module for information on born in the country or imported tribal animals and species at risk, and module for raw cow milk quality control.

INTEGRATED INFORMATION SYSTEM OF THE MEDICAL EXPERTISE IN BULGARIA

The system provides information and maintains centralized register of all persons that have been subject to medical expertise, allowing controlled access to all stakeholders. It supports all major business processes of the medical expertise authorities, allows XML data export to the information systems of other institutions – such as the National Insurance Institute, Agency for People with Disabilities, National Health Insurance Fund, etc. It provides e-services to individuals and institutions, such as application, request, complaint filing, and consequent status tracking. The system stores data about more than 2 130 000 expert medical decisions. The number of concurrent users can reach more than 500.

INTEGRATED WEB SERVICES FOR ACCESS THE INTERPOL DATABASES

Development and implementation of a specialized software for integrated web services and user interface for access to the Interpol central databases. More than 3000 authorized users from the Ministry of Interior and its structures in Bulgaria can access the Interpol databases and perform queries and reports by specified search criteria.

JOINT INFORMATION SYSTEM FOR PROCESS OPTIMIZATION "ONE HEALTH"

The system enables monitoring of contagious diseases in wild and domestic animals – from the moment of notification for suspected disease, to the date of its restriction and eradication in the cross-border area Bulgaria-Serbia. It allows data exchange with the Integrated Information System of the Bulgarian Food Safety Agency VetIS and the Information System of the Veterinary Institute in Nis, Serbia.

WEB-BASED IMMUNIZATION REGISTER AT THE NATIONAL CENTER OF INFECTIOUS AND PARASITIC DISEASES

A Web-based, unified information system supporting the immunoprophylactic activities performed by participants on all levels, allowing web-based immunization data storage and exchange, including vaccine stock information, with proven functional interconnections at all levels. The system supports the implementation of the National Immunization Program by improving the immunization coverage of the population and surveillance and control of vaccine-preventable diseases. Implemented electronic services enable search in the register of peronal immunisation history. The system is piloted at the Ministry of Health, Sofia Regional Health Inspectorate, National Center of Infectious and Parasitic Diseases and three GP practices in Sofia District.

PORTAL OF THE TRANSFUSION HEMATOLOGY INFORMATION SYSTEM

The web portal provides general information on the blood donation process, such as description of the process itself, hematologic centers’ addresses, news, blood donation results checking. The portal provides electronic services for registered users, such as doctors in medical institutions and experts in the Ministry of Health and Bulgarian Drug Agency, enhances management of blood requesting and transfusion process, and reports on blood donors and recipients.

MANEUVER PLANNING IN PORTS SYSTEM (MOVER)

MOVER collects and provides traffic tower dispatchers and other marine traffic participants with up-to-date operational information on port traffic status and management. It supports effectively the operators on duty responsible for traffic management in ports. The project is co-financed by the European Commission (DG “Mobility and Transport”) within the TEN-T Programme.

ELECTRONIC SERVICES AND COMPLEX ADMINISTRATIVE SERVICES AT THE NUCLEAR REGULATORY AGENCY

The system supports the processes of issuance, change and termination of licenses and permits, fees status tracking, control, inspection and registration of events with ionizing radiation sources and nuclear facilities at the Nuclear Regulatory Agency. Within these processes the system interacts with of other institutions, such as Directorate General “Civil Registration and Administrative Services” and Registry Agency. The system provides electronic administrative services. Recently, it has been functionally extended with some new public registers, e-services access application, new modules corresponding to the latest regulatory framework and electronic register for ionizing radiation sources monitoring and control.

PUBLIC INFORMATION ACCESS PLATFORM

The system was developed under a contract with the Administration of the Council of Ministers. It is a unified, central, public web-based information system that supports electronically the entire process of submitting and reviewing applications for access to information, redirecting them to a competent authority if necessary, presenting decisions and publishing relevant information in compliance with the Access to Public Information Law while protecting the applicant’s personal data in observance of the Personal Data Protection Law.

JOBS.GOVERNMENT.BG PORTAL AND TEST CONDUCT PLATFORM

Both systems have been developed under a contract with the Administration of Council of Ministers aiming to improve the efficiency of employee selection and modernize the methods of selecting the most suitable candidates for the respective positions in the state administration. The jobs.government.bg portal is a unified system, providing information on offered positions in the state administration, internship and fellowship programs, as well as positions related to the mobility of civil servants. The test platform is a technological tool for online testing. In 2021 – 2022, a functional expansion of the systems was implemented.

UPGRADE OF AIS DOCUMENTOOBOROT AT THE MINISTRY OF DEFENCE

The system is in operation at the Ministry of Defence since 2001. A web based version of the system has been implemented recently, together with three new modules – “e-Services”, “e-Meetings” and “e-Leave”.

KNOWLEDGE AND CONTENT MANAGEMENT SYSTEM AT THE NATIONAL REVENUE

A functional extension of the system was developed and implemented in 2019.

INFORMATION SYSTEM OF THE SPECIAL SERVICES OF BULGARIA

 

SUPPLY, INSTALLATION AND CONFIGURATION OF AN ORACLE BASED PLATFORM, ENHANCING ACCESS, MANAGEMENT, ANALYSIS AND VISUALIZATION OF GEOGRAPHIC INFORMATION AT THE AIR TRAFFIC CONTROL SERVICES (BULATSA)
FURTHER DEVELOPMENT OF THE INTEGRATED INFORMATION SYSTEM FOR COMBATING CRIME (UISCC) AND PUBLIC ACCESS TO THE SYSTEM’S CENTRAL COMPONENT RELATED TO THE OPEN DATA INITIATIVE, PROVISION OF COMPLEX ADMINISTRATIVE SERVICES

The system supports information on events and objects in the criminal process – pre-trial cases, court cases, and execution of penalties. The central components of the corporate information systems of the judiciary and the executive authorities (VAIS), involved in criminal justice, are connected to the central component of UISCC. Submitted information is integrated into UISCC and provides a comprehensive view of the criminal proceedings in the form of reports and statistical information. The UISCC central component provides VAIS with a standard for presenting and exchanging data, signaling messages, subscription events and integration web services, including a register, a website with a public register, a record keeping system and a mobile application for the necessities of the Ombudsman of the Republic of Bulgaria.

IMPLEMENTATION OF NEW FUNCTIONALITIES OF THE STATISTICAL UNITS REGISTER AT THE NATIONAL STATISTICAL INSTITUTE

The system has been upgraded with a new Register of Enterprise Groups that exchanges data with the EUROGROUP Register. Integration with the NSI systems – IS “Foreign Trade” and IS “Business Cycles”. Software was also developed for archiving part of the data and optimizing the content of the database of the Register of Statistical Units.

ESTABLISHMENT OF A SOCIAL SECURITY INFORMATION EXCHANGE SYSTEM AT THE NATIONAL REVENUE AGENCY

The system supports electronic information exchange between the competent institutions in Bulgaria and the European Union.

UNDER PROJECT No BG05SFOP001-2.001-0011 "ELECTRONIC SYSTEM FOR MANAGEMENT OF THE OMBUDSMAN'S ADMINISTRATION ACTIVITIES"

with the financial support of the Operational Program “Good Governance” a unified electronic system was developed and implemented in May 2022 to improve access of citizens to tools for dialogue with the state administration through improved services in relation to citizens’ proposals and signals received at the Ombudsman’s institution. A technological system was implemented to analyse citizens’ suggestions and signals and control the measures taken, a new official website of the institution with separate versions for adults and for children, as well as the possibility to submit complaints and signals via mobile devices.
